Senate’s nod needed: Hilbay corrects Duterte on procedure for ICC withdrawal
Atty. Florin Hilbay just corrected President Rodrigo Duterte once again. After his recent move to withdraw from International Criminal Court, the abogado is setting some of the records straight.
Hilbay said that the ICC Rome Statute requires a small concurrence from the Senate. The abogado pointed out that the President does not have the sole power to withdraw from the statute since it’s an agreement entered upon by co-equal branches.
The former Solicitor General also noted that withdrawal is not effective immediately. He explained that it will take at least a year before it takes full effect and withdrawal from the ICC will not affect the on-going probe in Duterte’s War on Drugs.
