Waiting in the wings: Midas Marquez in the running to be SC justice
At least nine Court of Appeals justices, Court Administrator Jose Midas Marquez, and a former college of law dean were among the aspirants for the seat to be vacated by retiring Supreme Court Associate Justice Presbitero Velasco on August 8.
The CA Justices who applied for the SC post are: Justices Jose Reyes, Rosmari Declaro Carandang, Ramon Bato, Ramon Hernando, Ramon Garcia, Oscar Badelles, Manuel Barrios, Apolinario Bruselas and Amy Lazaro-Javier.
SC Administrator Jose Midas Marquez will also vie for the post along with former Ateneo College of Law Dean Cesar Villanueva.
From the lower court, Judge Carlos Espero RTC Davao City is also eyeing the soon-to-be-vacant seat.
The JBC is constitutionally mandated to screen and vet nominees to the President for vacant posts in the judiciary and the Offices of the Ombudsman and Deputy Ombudsman.
It is chaired by Chief Justice Ma. Lourdes Sereno, with ex-officio members, namely Senator Richard Gordon and Oriental Mindoro Rep. Reynaldo Umali and Justice Secretary Menardo Guevarra.
Retired SC Justice Jose Catral-Mendoza is the head of the Executive Committee, lawyer Jose Mejia representing the academe, Milagros Fernan-Cayosa representing the Integrated Bar of the Philippines, and Ret. Judge Toribio Ilao, representing the private sector as the other regular members of the JBC.
Aside from Velasco, also expected to retire this year is Justice Teresita Leonardo-De Castro by October.
